Conceptualization -

 He establishment of prominent public landmark i in a  city dotted by monuments left behind through a long   historic pathway entailed a deep rooted study to  arrive at an appropriate model, an edifice with a  poise reflecting the rich cultural era and also the  contemporary, equipped as a lean efficient machine  to take on vagaries of the of the modern world.
 The design of any project in a hot and dry region is  regarded as incomplete if the extreme climatic  conditions are not taken into account. Solar passive  architecture has been adopted for the first time for  any establishment in the state to arrive at an  alternate technology for comfort conditions- a must  for peak performance in climatically sensitive region  without applying to high expensive and power  dependent conventional system like air conditioners.
 rainwater harvesting, reuse of water, wind towers,  treated envelopes and solar systems define this  project. This is the first governmental green building  in the country and also one of the first ten green  buildings in India. This project also proudly claims the  credit of being the most economical green building  anywhere.
